Belarusian road roads are paved in Belarus Republican (including national segment of international), local and departmental roads for road transport.

Legal, economic and organizational foundations of regulation of relations related to road activities, ensuring safety of roads, improving their technical level and operational status, use of road roads, in order to meet the needs of the economy and population in transport services are determined by the law of the Republic of Belarus of 2 December 1994 № 3434-XII "on road roads and road activities"[1].

The owners of road can be the Republic of Belarus, its administrative and territorial units, legal and individuals, in the ownership of which are road roads, as well as legal persons, which are fixed on the right of economic management or operational management.

The Republican body of state administration in the field of road and road activities is the Ministry of transport and communications of the Republic of Belarus.

In total, in Belarus more than 94 thousand km of public roads and about 200 thousand km of departmental (agricultural, industrial enterprises, forest, etc.), including 10 thousand km in cities and settlements. At the same time, the density of country roads with solid coating is quite low — 337 km per 1000 km2 territory - for comparison: in European countries with a developed road network, this figure is equal to 906 km.
