Firstly, preheat your oven to 200C. Place cupcake liners in the muffin pan. Then sift the flour, cocoa, sugar, baking soda, salt and cinnamon into a large mixing bowl. Next combine the buttermilk, oil and vanilla in a smaller bowl. Add the liquid ingredients to the dry ingredients. Mix them well. Stir in the chocolate chips. Divide the batter evenly between the muffin cups. Bake the chocolate muffins for about 25 to 30 minutes. Cool the muffins. Top each muffin with a dollop of chocolate whipped topping.
