Ну смотри : в этом упражнении два времени.

Past Simple и Past Continuous.

Past Simple - это одноразовые действия в которые повторялись (но это не обязательно *... А Past Continuous - это длительные действия. Которые происходили, длились. Вот например : я зашёл на кухню, когда мама готовила. Тут время Я зашёл (одноразовое действие,) мама готовила. Мама готовила и до того, как я зашёл, а значит это было дольше по времени.. И глагол "готовила" мы употребляем в длительном времени, в Past Continuous.

When I came, my mother was cooking...
